When trying to add remote to flatpak, its says network is down

when using this command on terminal : flatpak add-remote --if-not-exists flathub https://flathub.org/repo/flathub.flatpakrepo

output is …
error : Creating repo : linkat : Network is down

same problem with
flatpak install
