What is the criteria of login screen's automatic window scaling?

I am using dual monitors and the main screen is a 4K 32" monitor. By default, Gnome’s login screen looked tiny (I think it is 100% DPI). I thought Gnome’s login screen has no capability of displaying correct size, so I decided to manually set it. But when I searched Google and opened the settings file, it was set to 0 and its description says that 0 means automatic on high DPI.

I do not understand why it did not automatically scale itself. Gnome’s login screen can detect the resolution and display size, can’t it (because, in Settings->Displays, it shows the display’s size in the name)? Then, why didn’t it scale? Is it not a bug but Gnome developers think 100% is suitable on a 4K 32" monitor?
