Translate Dia to Dutch language

Hi

I want to translate the remaining part of Dia to Dutch language (not everything is translated)
I use Windows. Can somebody tell me what file I need to download where and what software I need to do this?

Is there a new Windows version being built regularly because I think that’s needed to add the new translation?
