Tapping should be enabled by default on devices where tapping is the only method to trigger button clicks

According to Tap-to-click behaviour — libinput 1.23.0 documentation, tapping should be enabled by default on devices where it’s the only way to trigger button presses. However, this is not functioning on some devices. Notably razer laptops from 2019-2020. To reproduce, boot the fedora 38 installer on one of those devices and observe that tapping is not functional, meaning that to install fedora and likely other gnome-default distros, you need to use accessibility methods like using ALT+Letter to select buttons, or tabbing around. This is a terrible experience and should be fixed.
