Pre-set the user avatar?

As an admin, is there a way to pre-set the user avatar ( Settings > Users > Avatar Picker)? I’ve looked at dconf, gsettings, tried looking for dbus messages … have even perused the gnome-control-center source code, but it’s not clear how to pre-set this setting.

Thanks for any tips or advice.

Looks like the neat way is provide a “template”, but that’s pretty recent:

Alternatively it looks like accountservice will pickup a “.face” in $HOME as a fallback
