Power Management settings - Power Mode vs Battery/External Power

For Power Management section in Settings, unlike in Windows, I don’t see any ability to set “Power Mode” to be dependent if you are on Battery vs on External Power. AKA, have Power Mode set to Low Power when running off battery. There’s only the option to change Power Mode based on Battery capacity percentage.

Is this a setting not present in the GUI that can be set from the command line?

Where is the appropriate forum to submit a feature request (if not already submitted)?

Also to change the threshold percentage for automatic power saver mode, currently only option is to enable it when the battery is ‘low’
