Maybe this is just me not understand how gimp v3 works. But this behavior seems wrong
Seems like I’m supposed to do “paste as” and then “floating data”… but this seems really weird to not be the default behavior 
Hi! You can remap how paste works using the Shortcut Dialogue (under Edit → Keyboard Shortcuts).
We received a lot of complaints about floating selections when pasting, so we reduced how often they appear in GIMP. And now we’ve gotten some comments from users that prefer floating selections. It appears to be a no-win situation.
