New forum category for the Weather application

Hey y’all,

Hereby proposing creating a new category here for the Weather application - I think it deserves a lot of work, expressed better here than in the issue tracker at Issues · GNOME / Weather · GitLab

Just created the gnome-weather tag, but remember: Discourse is not an issue tracker.
