Is there a way to create a new e-mail with an attachment from command line?
I saw that the mailto protocol doesn’t support e-mail attachments, and there is no other way.
gitlab.gnome.org is not working at the moment and I can’t check some information.
I think you may try using Nautilus “send file” feature, but I don’t know if it’s available on the command line.
