Nobody really cared to make that work on GNOME OS yet, and now that you mention it, not sure if it should.
GNOME OS is a showcase system of stock GNOME, not really meant to be usable so there wouldn’t much value out of spending time to making that work.
Manually “installing” extensions is probably working.

So it is intentional and on top of it, no one bothered to make a non-cryptic web-error message indicating that users with gnomeshell-extensions kind of didn’t catch the drift lately.
