Mutter 44 doesn't allow a window to be moved under the top bar

Desktop Icons NG uses a Gnome Shell extension to place a GTK window with the desktop icons. The window has the size of the monitor, and is placed at 0x0 (this is, under the Gnome Shell top bar). Until now it worked fine, but in Gnome Shell 44 the API doesn’t allow to put a window at 0x0; it always move it under the top bar.

Is this a design decision, or a bug/regression? (to decide the best way of fixing it)
