I do not think this is a good practice. It seems very unlikely that anyone will notice their name here over an email or private message. The linked policy doesn’t indicate that public shaming will be a consequence of non-renewal, and I can’t imagine that’s actually the intent. But, whatever is meant, this seems like a strong incentive to never become a member.
People get an individual email. This is meant as an additional notification in case they missed the email. The idea is that other people see this, and reach out to the names they know in the list to double check they took care of it. I know I do ping people whenever I see familiar names.
I don’t see where the shaming is. Even if people let it slip, voluntarily or not, and they are not members anymore, I think that’s totally ok. Life goes on and priority changes. Also it’s not like you end up in this list by doing anything special: everyone has to renew their membership every two years and will appear in these announcements.
