Is Libxml2 build without libiconv for windows valid?

Hi team, I am trying to build libxml2 for windows. I wanted to know if I can build it without libiconv; does it still hold the encoding properties as per the POSIX for windows too as it isn’t mentioned in the readme.

You could try it with MSY2:

I want to know if we can build libxml2 without linking with libiconv library (where it does work well with my setup as well) , is it good to go with that build. Because traditionally, I was linking libiconv to libxml2 previously, which I am not able to do with version 2.10.4
