Default clock format is now localized

Hi translators,

Please be aware that the default clock format is now localized and defaults to 12 hour clock. If your locale uses a 24 hour clock, simply change the translation from “12h” to “24h”.

Be careful, the string contains single quotes that will break things if missing, as explained in the comment.

We wound up changing the default back to 24 hours, but you can still localize it!
