Could changing lock screen ever be implemented in to gnome because from what I can see I can’t be done?
You can use gdm-settings.

Okay I think I’m going crazy. I’ve tried it on Kali, openSUSE and fedora I can’t see an option anywhere for it
It doesn’t add an option. It’s a software to launch from your app menu. I used it few years ago from flatpak as I remember. The only problem I had was to revalidate my customizations after each gdm update (they were not lost, just not active).
Okay so how do I change the lock screen then?
