Can't I make this kind of desktop environment in GNOME in the future?

This is a screenshot of my Ubuntu 18.04 desktop.
Is it possible to create a desktop environment like this in Ubuntu 20.04?
If so, Please let me know.

Desktop icons are handled by the following extension:

https://gitlab.gnome.org/World/ShellExtensions/desktop-icons

But I do not think it supports resizing individual icons like in old GNOME versions.
