Currently a Bluetooth pairing agent is registered when you open Bluetooth page on gnome setting. This agent opens a dialog when any device try to connect and a challenge is needed to be resolved (pin, passkey, etc).
It would be great if the agent was registered with shell, so amy time a device try to connect the challenge dialog would be raised.
I guess it is possible and easy to create an extension to do that. And I will try to do it (if I got time). But I think it would be a great feature if it is integrated on shell by default.
As example, MacOS raises a dialog on those cases. In fact is the one and unique way to pair Bluetooth devices in that system.
