Which software may swallow Ctrl + Shift + L shorcut key?

I’m using GNOME on Ubuntu 24.10 and Ubuntu 25.10. I’m using Kitty terminal, which uses Ctrl + Shift + L shortcut key to switch layouts.
However, when I press this combination, Kitty only gets “Ctrl + Shift”, without “L”. I wonder if any other software, or maybe misconfiguration in GNOME, swallow it.

Anyone give me an idea how to debug and find out?
