When app started maximised, dragging title bar down places window at a weird location

This behaviour was the same for both Gnome Files and FireFox (Wayland), so I do not think it is those apps’ own behaviour, but rather Gnome desktop’s. When an app started maximised because it had been closed in maximised state, if I drag down the title bar to restore the window, the window is placed right to the mouse pointer.

Is this a bug?
