Translation policy for gweather-locations

Hi all;

one of the reasons why I split off the locations database from libgweather was to have more releases, more often, without requiring a whole new library release. This means that gweather-locations cannot follow the GNOME release schedule, including the string freeze. People submit new locations, and the list of airports/weather stations/timezones is not under GNOME’s control.

Starting from GNOME 50, I am going to try and release gweather-locations every two/three months; this will happen without branches, or freezes.

This topic is essentially an heads up to the localisation teams, as well as downstream distributors, to ensure that they will pick up gweather-locations just like they would for the timezone database, even for LTS distributions.
