Topic date formats - Jul '19 and Jul 19

It is a bit confusing to differentiate between Jul '19 ( July 2019 ) and Jul 19 ( July 19, 2020 ) in topic dates, until you look really closer.

Hmm, really it should be 19 Jun and Jun '19

Don’t think there is anything we can do to change it though, probably needs upstream work at discourse
