String change announcement for gnome-control-center (Username feedback string)

I’m merging user-utils: Use quotation marks in the "Usernames cannot include [...]" message (!2786) · Merge requests · GNOME / Settings · GitLab which adds quotations to a username feedback string.

It changes from Usernames cannot include %c to Usernames cannot include “%c”.

This makes the statement clearer and also helps when the referred invalid character is a whitespace/blank, for example: Usernames cannot include “ ” vs Usernames cannot include .
