I just stumbled over the issue in the title while getting confused why my arrow keys in LibreOffice Calc scroll the view and not change cellls; turns out that behavior depends on Scroll Lock and I was using a secondary keyboard layout where the scroll lock seems to be in a different state than on the primary keyboard.
I am actually not sure where to check the current state – my keyboard does not have an indicator for it. I am actually not sure if the key even works, pressing it does not change the behavior on either of the layouts.
xset does have an effect, but I am on a Wayland session (at least loginctl show-session claims that), so this is certainly the reason for that.
Which component would I file a bug against, or even look into myself?
