As the title says, whatever setting I leave the slider on is forgotten on reboot. What is that about ? I noticed it started since I enabled HDR.

I have a nearly identical problem, also with an HDR screen.
The brightness slider no longer works. It works fine under X + GNOME 48, but not under Wayland + GNOME 48. However, paradoxically, it works on the GDM3 display before logging in!
The only brightness setting that works is in GnomeSettings => Display → HDR Brightness.
But it doesn’t stay that way after restarting.
This doesn’t help you, but you’re not alone.
