I’m rotating a PDF and a JPG 90 degrees from portrait to landscape.
This new landscape transformation causes the left and right edges to be cropped.
How can I keep the full image please?

You should make sure that you are rotating the image, and not just a single layer. Have a look at the Image > Transform menu for that: 6.14. Transform
Rotations by 90° in either direction are directly available there.
The Arbitrary Rotation entry in that menu switches to the Rotate Tool in Rotate Image mode, which is quite handy if you alternate between rotating the whole image and individual layers.
Depends on the Clipping tool option. And the layer contents are always kept if you use Clipping: Adjust. You can then use Image > Fit canvas to layers to enlarge the canvas to fit the result. But as @schumaml says, you have better use the Image > Transform > Rotate * functions for this.
