Request to review/discuss keyboard layout and shortcuts issues in GNOME

Hi everyone :slight_smile:

Me and some other people are struggling with kb shortcuts in GNOME, mostly in GTK applications, but not only to. It all started in this old bug report: Cannot use keyboard shortcut Ctrl+Shift+N to create new folder on non-Latin keyboard layouts (#5384) · Issues · GNOME / gtk · GitLab

I researched on this topic and creaeted two PRs:

and after additional research and playing around with debug output another one. I believe I found the root cause: Fix xkb duplicate inserted from user's locale (!4256) · Merge requests · GNOME / gnome-shell · GitLab

I’d like to get some feedback, and after that I can polish the PRs accordingly
