Moving an image that is opened as a layer

I opened an image as a layer in a blank page. I cannot move or edit that image. I see the message that "No selection was made to move

Hello, you need to say more since your post says pretty much nothing

I opened an image that was a blank page. I opened image as a layer that was overlaid on top of the blank page. I attempted to move that layer to a new location so that I could open another image as a layer. I was unable to move or edit that first layer to a new location on the bottom blank page layer,

No, what app, what version and what operating system are you using.

I am using GIMP 3.2.4 on Windows 11

Check the tool options for the move tool say mode is move selected layer, or, pick a layer, and not, move selection.

OK That worked. I chose move selected layer
