How to make a window "disabled"?

Is there any way to make a window “disabled”? Disabled as in it should not act to user events. Users may not resize or click anything on the window.

As if there is a modal window and the window I am referring to is not the modal one.

You could set the sensitive and resizable properties to false, although I’m not sure that’s the exact same thing.
