Gnome Software Updates Fail Outside of GNOME

When using GNOME Software in Fedora XFCE, I can install applications but updating them does not work. The updates seem to be downloaded but there is no prompt to restart the machine. The following error is given:

15:00:24:0007 Gs  Calling org.gnome.SessionManager.Reboot failed: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name is not activatable

While I understand that Gnome Software is meant for GNOME, no other application has this issue. Maybe a more standard dialog could be used for the restart prompt or something.
