I am just curious if there is any Gnome shell html+css components for building Web app in Gnome style for Angular/React (like Bootstrap or Metro for Angular/React)???

None that I know of. There was a similar effort in react-desktop, it’s about Gtk look rather than Gnome-Shell look:

Hi! Unfortunately no, there is no ready-made GNOME Shell theme for Angular and React. But you can take a look at the Gnome Shell CSS theme and style your Angular / React components individually:
