Im not entirely sure what to say, i use gnome on arch linux, and its only happened on my skullcandy crusher evos, ive never had skullcandys before either. Only when powered on too.
GNOME is not involved in audio playback, that’s handled by pipewire + wireplumber. What you are describing sounds like role based ducking, which is a feature provided by wireplumber and can be configured there.
