I’m in the process of moving a few rhel8 machines to rhel9, and am seeing some weird behavior with the gdm logout button. When more than one user is logged in, and logout is clicked, a blank tty1 is shown with a flashing underscore cursor, but gdm does not appear. If switch user is clicked instead, either from the logout menu, or from the lock screen, then gdm launches correctly. I am carrying over some configuration from the rhel8 machines which do not have this issue, but it does not seem like that should have any effect.
I have some messages in journalctl, and with debugging enabled, the gdm output to /var/log/messages. I can’t really make heads or tails of either, as far as gdm is concerned. I don’t seem to have permissions to attach .txt files* but if there’s a recommended way, I have them.

*Why is pdf is allowed but .txt isnt? that seems so much worse in every way
