Development release GIMP 3.2.0 RC1 `master` branch release (no string freeze yet)

Dear translators,

We are planning to release GIMP 3.2.0 RC1. This will be the first release candidate for the upcoming GIMP 3.2.0 stable version.

Strings and feature are not frozen yet. They will be after the RC1 release. Until then, we allow ourselves to break strings to fix features (though it won’t be a lot of breaks; we are nearly there).

I am not sure if our expected release date will work out. I still have a bunch of UX improvements I want to work on, regarding the big new features (vector layers in particular). We’ll see. But if not this date, I do sure hope we can release the RC1 within November anyway!

For information, the release was finalized yesterday! :partying_face:

What it means for translators, is that we are now entering string freeze on the branch master of GIMP repository! We will avoid to the maximum touching or adding strings, and if ever we do, that would be the exceptional cases and we will share some messages on this Discourse, either in this thread or in another (using gimp and i18n tags).
