Go to Settings > Keyboard > Special Character Entry > Alternate Characters Key. It is on by default. It can’t be turned off. Go to Compose Key. Compose Key is not on by default. Compose Key can be turned off. I find my compose key coöperates with me in typing special characters. But I have been unable to get the Alternate Characters Key to do anything. I have also noticed they can be set to the same key, in which case neither of them works. Why let the user do something that does nothing?
Are you maybe using a US keyboard layout? The AltGr key gives access to levels 3 and 4 (for example “a” “A” “æ” “Æ”), but the US layout only uses 2 levels.

Is there a way to turn this “AltGr” key off, or is there an input source you recommend that actually makes the key useful for Anglophone Americans?

EDIT 2: I am now using English (US, Symbolic) because (US, int., with dead keys) messes up the quotation mark ability. I still can’t disable “AltGr”, but at least it technically does something for me now, even if not quite what I’d hoped. Is there still no way to turn it off, and still no way to type characters like ñ without messing up the " and ’ key?
